The need for 3D Land Administration Systems (LAS) is growing. In this respect, research is carried out in the field of 3D LAS with respect to data sources, registration of 3D Rights, Restrictions and Responsibilities and dissemination services. Within this context, BIM/IFC models are considered promising sources for 3D LAS, even though the reuse of such models from practice has not yet been examined adequately. Evaluating BIM/IFC-models from practice is crucial, since they are created for different purposes, fulfilling various design criteria. This paper investigates the technical challenges encountered when using real-world BIM/IFC-models for apartment rights’ registration in a 3D LAS. It addresses the validation of five Dutch real-world BIM/IFC-models against four technical criteria, namely: existence of IfcSpace; geometric validity; no overlap and georeferencing. The results of the validation show that the collected BIM/IFC-models lack georeference, IfcSpace and a reference to attributes related to the respective legal units in the Dutch 3D LAS. After validation the models are stored in a 3D LAS Database management system (DBMS), in which the legal spaces are enriched with information of the Rights, Restrictions and Responsibilities (RRR’s) in line with the Land Administration Domain Model (LADM - ISO 19152:2012). The contents of the 3D LAS DBMS are visualised in a web viewer. Additionally, the design for a webservice is introduced, aiming to automate the process of validation, conversion and visualisation. The paper concludes with recommendations and guidelines for creators of BIM/IFC-models based on the outcome of the validation, as well as challenges and recommendations for implementing a validation webservice.@en

Change detection in the built environment is essential for sustainable development practices including Urban Planning and Development, Environmental Monitoring, and Conservation. Change detection provides valuable insights into dynamic processes, facilitates informed decision making, and supports sustainable development initiatives. Point clouds serve as foundational data sources for change detection in built environments, enabling analysts to detect, quantify, and interpret spatial changes with unparalleled accuracy and granularity. By leveraging the inherent characteristics of point clouds, researchers and practitioners can gain valuable insights into dynamic processes, inform decision making, and foster sustainable development in an ever-evolving built environment. We present the preliminary results of cloud-to-cloud (c2c) distance calculations for further change detection analysis of the entire Netherlands. This study utilises point cloud data from AHN2, 3, and 4 (Actueel Hoogtebestand Nederland1, The Netherlands). A method based on a 3D space-filling curve (SFC) was developed to calculate the c2c distances between AHN2, 3, and 4. This SFC method will allow change detection analysis to be carried out for the entire Netherlands. The change detection analysis outcomes can be accessed for future analysis in Potree2, a web-based point cloud rendered for large point clouds. The final implementation will allow the visualisation of AHN point clouds and their attributes, among which is the change in detection-related information. Evaluating the performance of a land administration system (LAS) is a critical task as it can provide input for improving the operational system. Through such an evaluation, the strengths and weaknesses of the existing system can be identified, and actions can be taken to improve it. Efforts have been made to develop frameworks and best practices for the assessment and comparison of the performance of LASs. Amongst the most prominent are the ‘Land Governance Assessment Framework’ (LGAF) of the World Bank and the ‘Global Land Indicators’ proposed by the Global Land Tool Network (GLTN) and the United Nations Human Settlements Programme (UN-Habitat) in its Global Land Indicators Initiative (GLII). The GLII indicators are closely related to the UN-Sustainable Development Goals (SDGs) indicators on land tenure security, namely SDGs 1.4.2 (%adults with secure tenure rights), 5.a.1 (%agricultural population with secure rights over agricultural land), and 5.a.2 (women's equal rights to land ownership).

The Land Administration Domain Model (LADM), an International Standard (ISO, 2012), can be used to monitor global indicators proposed by various international organizations and to evaluate the performance of LADM-based LASs, as LADM Edition II now provides full support for all land administration (LA) functions including marine georegulation, valuation information and spatial plan information. Interface classes to the LADM are designed to support the generation and management of products and services, such as the monitoring of global performance indicators for LASs.

This paper is a follow-up on Chen et al. (2024), which was focusing on formalizing SDG land related indicator using LADM. The objective of this study is to explore the extent to which LADM can be used to also monitor the indicators of LGAF and GLII. To this end, the indicators are categorized according to their degree of association with LADM (i.e. full computational association, partial computational association, indirect association, association with other standards and non-association), and interface classes are created based on the results. The results show that LADM can be used to monitor a significant portion of the indicators of LGAF and GLII, although most of the indicators are related to a country's national legislation, its implementation and organizational decisions and capability.@en

The decision to refine the existing content and to extend the scope of Edition I of the ISO 19152:2012 Land Administration Domain Model (LADM) is a response to requests from the international Land Administration (LA) community. This response has to be formally organised in accordance with ISO guidelines. This begins with gathering feedback from ISO/TC 211 Member States on the need for updated and enhanced capabilities of the LADM. In addition, several proposals have been made to extend the scope of the LADM Edition I. After analysing the feedback received, it was proposed to develop the LADM Edition II as a multi-part standard: Part 1 — Generic conceptual model, Part 2 — Land registration, Part 3 — Marine georegulation, Part 4 — Valuation information, Part 5 — Spatial plan information and Part 6 — Implementation aspects. In other words, Edition I focuses on land tenure, while the design and development of Edition II is based on the inclusion of rights, restrictions and responsibilities (RRRs) concerning marine georegulation, valuation information, spatial plan information as well as LADM implementation. 3D representations are relevant for all parts.

This paper focuses on the design of the new structure of the second edition of the LADM and on the (operational) capabilities of this new edition in relation to the LA issues in Parts (standards addressing a specific part of the scope) and Packages (groups of conceptually close classes), with a particular attention to the requirements and design related decisions taken in the revision process. The parts 1, 2, 4 and 5 are the parts in which the authors are currently involved. Part 1 will be a high-level umbrella standard; Part 2 is largely based on LADM Edition I and focuses on land registration, with an enhanced support on the surveying functionality, including new subclasses of spatial unit, and extended 3D spatial profiles. Part 3 harmonises the description of RRRs and aligns land concepts with marine aspects from the marine domain based on the International Hydrographic Organisation (IHO) S121 Maritime Limits and Boundaries Product Specification. Part 4 deals with valuation information used and produced in the context of land administration, while Part 5 deals with spatial planning information and includes the planned use of the land (zoning), resulting in RRRs. Lastly, Part 6 is planned to be about implementation of the LADM and will be developed in close collaboration with the Open Geospatial Consortium (OGC).

The advantages of using point clouds for change detection analysis include comprehensive spatial and temporal representation, as well as high precision and accuracy in the calculations. These benefits make point clouds a powerful data type for spatio-temporal analysis. Nevertheless, most current change detection methods have been specifically designed and utilized for raster data. This research aims to identify the most suitable cloud-to-cloud (c2c) distance calculation algorithm for further implementation in change detection for spatio-temporal point clouds. Eight different methods, varying in complexity and execution time, are compared without converting the point cloud data into rasters. Hourly point cloud data from monitoring a beach-dune system's dynamics is used to carry out the comparison. The c2c distance methods are (1) the nearest neighbor, (2) least squares plane, (3) linear interpolation, (4) quadratic (height function), (5) 2.5D triangulation, (6) natural neighbor interpolation (NNI), (7) inverse distance weight (IDW) and (8) multiscale model to model cloud comparison (M3C2). We evaluate these algorithms, considering both the accuracy of the calculated distance and the execution time. The results can be valuable for analyzing and monitoring the (build) environment with spatio-temporal point cloud data.@en

This research explores the integration of IFC with LADM Part 5 Spatial Plan Information (ISO DIS 19152-5) to standardize BIM-based permit checking processes, focusing on a case study from Estonia. Land Administration Systems (LAS) are crucial in spatial development, managing land-related information. Rapid urbanization necessitates efficient space management, promoting the adoption of digital technologies in the Architectural, Engineering, and Construction (AEC) sector. The integration of Geographic Information Systems (GIS) and Building Information Modelling (BIM) presents opportunities for enhanced collaboration and data management. The main aim is to enhance efficiency, interoperability, and standardization in the compliance checks between different plan levels (e.g., Detailed Plan vs Mater Plan) by incorporating LADM Part 5 into digital frameworks. Traditional permit processes are often manual, time-consuming, and prone to errors. By integrating LADM Part 5 with IFC data, this research aims to create a standardized approach that not only improves data management and facilitates seamless information exchange but also maximizes industry and technical support to ensure compliance with international standards.

The methodology involves several key steps. First, a country profile for Estonia using LADM Part 5 is developed, tailored to the specific needs of the Estonian LAS. This profile integrates with PLANK, the Estonian spatial plan database, incorporating how Estonia acquires, stores, and requires data in their spatial plans. Next, a PostgreSQL database is created to store this profile. Pilot Detailed Plan datasets encoded in IFC format are then imported into the database using FME scripts, mapping the data to relevant sections. This integrated database supports digital permitting processes, specifically plan compliance checks between different levels of spatial plans. Throughout the research, the country profile is refined based on the optimizations of the database, driven by the specific requirements of the input data processed through FME scripts. Given that LADM is a standardized model, the database enforces specific data structures, ensuring processed data is valuable and relevant. The FME scripts facilitate this process, ensuring the data extracted from the database is standardized and user-friendly. Constraints such as maximum building height restrictions are pre-processed and stored within the database, enabling users to access this information without manually reviewing raw plan data. Later, the database was sampled using pilot datasets, with the tools and scripts made available on the research’s GitHub repository. After storing the spatial plan data in the database, data can be directly accessed by scripts designed to execute compliance checks between Detailed Plans and Master Plans, as shown in the Estonia case study. Although developing these specific checks is beyond this research's scope, the work was structured to integrate smoothly with the processes used in the Estonia case study.

Preliminary findings show that combining LADM with IFC improves data representation, enhances interoperability, and establishes a consistent standard for compliance checks between Master and Detailed Plans. This research contributes to developing standardized, reliable, and efficient permit checking systems, with important implications for urban planning and land management.@en

Cloud-to-cloud (C2C) distance calculations are frequently performed as an initial stage in change detection and spatiotemporal analysis with point clouds. There are various methods for calculating C2C distance, also called inter-point distance, which refers to the distance between two corresponding point clouds captured at different epochs. These methods can be classified from simple to complex, with more steps and calculations required for the latter. Generally, it is assumed that a more complex method will result in a more precise calculation of inter-point distance, but this assumption is rarely evaluated. This paper compares eight commonly used methods for calculating the inter-point distance. The results indicate that the accuracy of distance calculations depends on the chosen method and a characteristic related to the point density, the intra-point distance, which refers to the distance between points within the same point cloud. The results are helpful for applications that analyze spatiotemporal point clouds for change detection. The findings will be helpful in future applications, including analyzing spatiotemporal point clouds for change detection.@en

This study illustrates the linkages between the ISO’s Land Administration Domain Model (LADM) and the UN’s sustainable development goals (SDGs), highlighting the role of the LADM in promoting effective land administration suitable for efficient computation of land/water (space)-related SDG indicators. The main contribution of this study is the formalization of SDG indicators by using the ISO standard LADM. This paper proposes several SDG-indicator-related extensions to the multi-part LADM standard that is currently under revision. These extensions encompass the introduction of new procedures for calculating indicators, the integration of blueprints for external classes to fulfil additional information needs and the design of interface classes for presenting indicator values across specific countries and reporting years. In an innovative approach, this paper introduces the Four-Step Method—a powerful framework designed to formalize SDG indicators within the LADM framework. Detailed attention is devoted to specific indicators, including 1.4.2 (secure land rights), 5.a.1 (women’s agricultural land rights), 14.5.1 (protected marine areas) and 11.5.2 (valuation as a basis for direct economic loss). In short, the Four-Step Method is pivotal in eliminating ambiguities, enhancing the efficiency of indicator computation and securing more accurate indicator values that more truly reflect the progress towards SDG realization. This approach is also expected to work with other (ISO) standards for other SDG indicators.@en

As urban architectural environments become increasingly complex and densely populated, the demand for precise registration of legal statuses, encompassing both private and public interests, has become more urgent. Traditional 2D cadastral registration systems are increasingly inadequate for addressing the multifaceted and vertical nature of modern urban landscapes. These systems are limited in scope and unable to fully capture the intricacies of multi-level property rights, overlapping parcels, and underground constructions.

This study uses a BIM/IFC model for the building's physical representation. The party and Rights, Restrictions, and Responsibilities (RRRs) data are stored in a DBMS following ISO 19152-2 (Land Administration Domain Model, LADM) All data and the building location are fictitious and represent the most important categories of Land Administration cases. Visualization and interaction is achieved in 3D over the web using Cesium JS, an extensible globe viewer.
Unlike earlier 3D cadastral systems, this research has developed a new 3D Land Administration prototype based on the complete scope of LADM and not just focusing on the 3D spatial information. The objective is to explore improved methods for analyzing and visualizing RRRs in complex buildings. Novel techniques include presenting UML instance-level LADM diagrams for selected parties and/or apartments, showing RRRs and BAUnits linking them to the spatial units. The study further introduces a new method for displaying surrounding buildings at varying Level of Detail (LoD), with closer buildings rendered in higher detail and more distant buildings shown in less detail. This selective detailing enhances both performance and clarity in visualizations.

A key feature of this digital twin system is its real-time update capability. The prototype developed in this study supports the updating of party and rights information in the backend database, accurately reflecting these updates in the public front-end version. This ensures the maintenance and visualization of the most current property rights data. The system also integrates sunlight simulation, which is crucial for urban planning, architectural design, and aiding buyer decision-making. The prototype is (still) online available and via a usability study evaluated.@en

Cadastral surveying involves the delineation of property boundaries and the extent and documentation of easements and restrictions (imposed by private or public law), forming the foundation for Land Administration (LA). Survey models and processes constitute vital parts of Cadastres and Land Administration Systems (LASs). However, these models are often inadequately documented and lack standardization in practice. To address the global diversity and complexity of legal and administrative challenges in LA, standardization efforts have yielded the ISO 19152:2012 (ISO, 2012) Land Administration Domain Model (LADM), the Global Land Tool Network's (GLTN) Social Tenure Domain Model (STDM), and the OGC LandInfra/InfraGML standard. The current edition of the LADM focuses on standardised conceptual modelling of LA-related information, including a dedicated sub-package for Spatial and Surveying representation. As part of the ongoing LADM revision, a refined survey model is being developed to support a broad range of surveying and data acquisition approaches and levels of accuracy. Recognizing that surveying technology is not bound by national practices and regulations, this paper focuses specifically on the surveying aspect of LADM. It illustrates that the proposed refined survey model is applicable not only to conventional real property formation but also to participatory land rights recordation processes. The approach adopted in this research is technology-neutral, accommodating the ongoing evolution of surveying technology. It offers support for a broad range of surveying and data acquisition approaches, with varying levels of accuracy. As the demand for high-precision positioning has been persistent within the land mapping and surveying community, particularly since the initial adoption of GPS, aiming to achieve centimetre-level accuracies (initially confined to local services), the paper addresses the fundamental principles of the High Accuracy Service (HAS) concept within the proposed model. The main results presented in this paper are the conceptual model of the refined survey model of LADM Edition II (ISO19152–2), as well as an abstract, reference, cadastral surveying workflow following the principles of the proposed model.

The Netherlands aims to achieve climate resilience and water robustness by 2050, necessitating an interdisciplinary approach to spatial planning due to the complex nature of climate adaptation. A critical need exists for subsurface data, especially for interventions related to underground elements like water storage, soil infiltration, and subsurface management. This need became particularly relevant when the Dutch government adopted 'water and soil guiding' as a core principle for spatial planning in 2022 (Ministerie van Infrastructuur en Waterstaat, 2022). Translating this principle into practical solutions is complex, requiring detailed knowledge of subsurface characteristics. The absence of such information can lead to issues like groundwater contamination and high-maintenance parks.

Despite the necessity for interdisciplinary and subsurface data, organizational, technological, and institutional barriers hinder the use of information models and standards in climate adaptation design. Currently, even though there are many subsurface models and standards available, the Netherlands lacks an integrated approach linking subsurface information models with local climate adaptation design. It also lacks an example of the use of standards to exchange planning information containing climate adaptation design interventions.

This research explores how subsurface data models can enhance urban climate adaptation design. By assessing existing models, it identifies data requirements for effective interventions based on Dutch policy documents. The paper introduces CLIMACAT, an online tool integrating subsurface information models and other crucial data in one online catalogue following FAIR (findable, accessible, interoperable, and reusable) data principles, tested in four Utrecht neighborhoods.

The findings emphasize the importance of integrating subsurface information models into urban planning to achieve more effective and context-sensitive climate adaptation interventions. Significant barriers include data accessibility and standardization. New spatial plans were standardized using Land Administration Domain Model (LADM) Part 5 (ISO 19152-5), tailoring some attributes for climate adaptation design, facilitating cross-border information exchange. This approach addresses specific challenges in the Netherlands and provides a framework for international adoption, contributing to global urban climate adaptation efforts. This paper discussed two International Organization for Standardization (ISO) standards, namely, ISO 19152 – Land Administration Domain Model (LADM) and ISO 16739 – Industry Foundation Classes (IFC), to identify three-dimensional (3D) multi-floor building rights. These days, it is challenging to characterize all multifunctional structures due to the increase in complex buildings. High-rise building land and property information management is recommended through building information modeling (BIM). Countries like the Netherlands, Australia, and Turkey have considered adopting BIM for their land administration. A land administration standard, such as LADM, offers better legal and physical representation in identifying the rights, restrictions, and responsibilities (RRRs) of the spatial units and stakeholders. However, LADM falls short in representing all building elements, such as semantic information and invisible functional spaces. Hence, this paper reviews incorporating additional information from BIM to create a comprehensive three-dimensional building representation including legal information from LADM. Issues and challenges also being highlighted with some recommendations for possible future works.@en

The growing global consumption of non-renewable resources is a significant societal concern. The shortage of primary raw materials and the decreasing availability of space for final waste disposal present an alarming situation. Improperly assigning materials to their recycling potential often results in high-potential materials being downgraded to lower potential uses. Transitioning to a Circular Economy, as proposed by the European Union (EU), offers an effective solution to this problem. A Circular Economy is an economic system designed from societal production and consumption patterns that maximizes the services derived from the linear flow of materials and energy between nature and society. It achieves this by utilizing cyclical material flows, renewable energy sources, and cascading energy flows. To ensure materials remain available indefinitely, they must be documented and registered while in use. The EU has proposed Material Passport for buildings which is an electronic set of data and evaluates the recycling potential and environmental impact of materials embedded in buildings.

Land Administration is the process of efficient management of land and its associated information, facilitating communication among various stakeholders both within one country and internationally. In this research, land administration is utilized because ownership information from the land administration can be applied to the registration of building materials. It also provides data on location and distance details. The registration methods used in land administration are well-suited to the concept of a material passport. Hence, this research combines the concepts of Circular Economy and Land Administration. The Land Administration Domain Model, LADM ISO19152–6 edition II contains six parts- Conceptual Model, Land Registration, Marine Georegulation, Valuation Information, Spatial Plan Information and Implementation. Building Materials registration has a lot of links to the Land Administration, like owner, valuation. Introducing the "Building Materials ISO 19152-7" standard can significantly contribute to the Land Administration Domain Model (LADM). It allows building materials registration to be aligned with (inter)national standards, ensuring consistency and improving the overall quality and reliability of land and property management. The main contribution of this study lies in evaluating the application of Building Materials and establishing a standardized Material Passport, including its basic requirements and conceptual information model. This research identifies and explores the connections between the Material Passport and its integration with the core LADM creating a multipurpose harmonized information model.@en

Due to the needs of modern society, cadastral systems should be designed to support three dimensional (3D) spatial data. One of many possible approaches for implementing a 3D cadastre, in countries such as Croatia, is to establish a Building Register as a transitional register between 2D and 3D cadastres, where data about buildings and infrastructure would be collected, gradually adapted to the data model of 3D cadastre, and finally migrated to the 3D cadastre database. Sources for establishing the Building Register can be based on the records of state surveys, the register of administrative units, the land book, data managed by local and regional self-government units, data from construction documentation according to special regulations in the field of spatial planning, data managed by the building and infrastructure managers, as well as from other sources. A significant element of the 3D cadastre would be the inclusion of representations of buildings and units of use, as well as public utility infrastructure and complex spatial real-life entities (e.g., bridges, tunnels, overpasses, underpasses, overlapping of constructed objects with natural facilities, large shopping malls with more underground and overhead floors etc.). This paper presents a conceptual model of a 3D cadastre in Croatia by establishing the Building Register with focus on unit of use of real properties, namely apartments and office spaces. The paper also summarizes the current situation regarding the Croatian Land Administration System (LAS) and proposes a conceptual model for modelling unit of use of real properties. Additionally, a proposal is made herein to assign unique identifiers to buildings and their parts in a logical manner which would be intuitive and clear to citizens of Croatia, citizens of European Union and citizens of Croatia neighboring countries. The proposed methodology of determining unique identifiers could provide the means for easier navigation in 3D space and better understanding of spatial information by lay citizens, by institutions or emergency services.

This paper discusses the representation of the scale dimension using tGAP/SSC-DHE, emphasizing its role in creating vario-scale representations. It outlines the process of integrating the scale dimension as the third dimension in a 2D map before transitioning to 3D or 4D maps. DHE is introduced as an effective data structure for this approach, maintaining crucial connections across different levels of detail and offering enhanced topology. Its strength lies in the ability to modify specific parts of the model while retaining a clear structure, thanks to well-defined operators such as Euler operators. This method provides a versatile framework for representing complex spatial data, allowing for detailed analysis while preserving overall coherence and it updates the shape and structure of the model at the same time through local modifications. Through practical implementation, it demonstrates the potential for improved visualization and understanding of multi-dimensional spatial relationships. Also, the DHE data structure supports slicing by either a horizontal plane to produce a map at a specific scale (depending on the height of the horizontal plane) and tilted planes to produce perspective views with mixed scales.@en

This paper expands the Land Administration Domain Model (LADM) Sarawak Country Profile by incorporating legal space details from Building Information Modelling (BIM). Sarawak, located on Borneo Island, practices a distinct land administration system compared to Peninsular Malaysia. While Peninsular Malaysia follows the National Land Code of 1965, Sarawak adheres to the Sarawak Land Code 1958, which includes provisions for indigenous customary land rights. The Malaysia country profile has been developed based on the LADM standard, considering the 3D situation. Since both regions (Peninsular Malaysia and Sarawak) are under different legal frameworks, this study attempts to further develop the Sarawak country profile based on its current land administration system, including adopting some classes and attributes from the existing Malaysia country profile. The study investigates the potential of incorporating legal space details from the BIM/Industry Foundation Class (IFC) model into the Sarawak country profile. The conceptual model details the fundamental LADM components (Party, Administrative, and Spatial Unit), along with details on the legal space sourced from BIM/IFC. This mapping process requires BIM/IFC data to contain sufficient information for distinguishing property spaces and their boundaries.@en

This paper examines the requirements based design of the LADM Edition II. The requirements are the starting point for the Abstract Test Suite (ATS, Annex A in an ISO standard). The requirements/ATS can be used to assess if a given LADM country profile with a specific application schema is conformant with the LADM standard. The requirements are a new aspect of ISO standards and this offers several benefits: 1. requirements express explicitly the needs from experts in the domain, 2. requirements are a very concise manner to describe the content of the standard, 3. requirements are used to introduce of the actual standard content (in the case of LADM, part of the UML class diagram), and as mentioned above, 4. requirements form the basis of the ATS. This paper describes the new structure of the second edition of the standard and the capabilities of this new edition, which is organized in multiple Parts (standards addressing a specific part of the scope) and Packages (groups of conceptually closely related classes, i.e. with relative high number of associations between the classes from one package compared to the number of cross package associations), with a particular attention to the requirements and design related decisions taken in the revision process.@en

Several of these goals emphasize the crucial role of land management and equitable land distribution in achieving sustainable development objectives. ISO 19152, known as the Land Administration Domain Model (LADM), plays a pivotal role in land administration systems globally. It provides a standardized framework for land management, including land tenure, marine georegulation, valuation, and spatial plan information. This paper explores the integration of land administration indicators within the ISO 19152 standard, aligning them with the United Nations Agenda 2030 SDGs. The process involves a systematic approach to selecting and developing these indicators. In the indicator selection phase, firstly, we establish the foundational lexicon linked to LADM then extract lexemes from SDGs indicators, analyze their semantic relationships, and evaluate their alignment with LADM; secondly, we meticulously evaluated chosen indicators by analyzing their SDG indicator metadata, focusing on the “Method of Computation" section to align these indicators with LADM's basic classes; thirdly, categorizing them based on their association with LADM. This categorization ranges from indicators with no direct correlation to those with full computational interdependence, specifically, they are: Non-Association (Category 0), Full Computational Association (Category 1), Partial Computational Association (Category 2), Indirect Association (Category 3), Association with Other International Standards (Category 4). Following indicator selection, our approach to indicator development is summarized. This entails expressing information from UN SDG "Method of Computation" documents in UML class diagrams, adding operation names and parameters to the most relevant class, and specifying implementation methods for each operation. An in-depth analysis of SDG Indicator 1.4.2 demonstrates the feasibility of deriving indicators entirely from LADM data. Finally, the paper discusses potential future work, including the integration of semantic networks and ontologies for keyword extraction, further exploration of Category 1 Indicators, and practical implementation through case studies, data collection, indicator testing, validation, and reflection.@en

The first edition of the Land Administration Domain Model (LADM) has been available as a formal International Standard since the 1st of December 2012, published as ISO 19152:2012. It is based on / makes use of a number of standards, in particular those published by ISO/TC 211 and, of course, other committees. In addition, non-ISO standards and international guidelines related to land administration have been used as much as possible in the development of LADM Edition I. The systematic review of LADM Edition I has been officially launched and the process of developing LADM Edition II is now underway. The new edition not only refines the content of LADM Edition I, but also expands the scope to include marine georegulation, valuation information, spatial plan information and implementation. As a result, LADM Edition II is based on more standards, not only because of its expanded scope, but also because of the standards published after LADM Edition I and the principle of reusing existing standards wherever possible. Since the publication of LADM Edition I, it has been widely recognised by the international community and implemented by several countries. It is also applicable to the implementation of relevant parts of international standards, guidelines and frameworks, as well as the Sustainable Development Goals (SDGs). LADM Edition II has somewhat more links to international standards, guidelines and frameworks, as its scope is broader than Edition I. The purpose of this paper is to document which standards LADM Edition II is based on and associated with, which guidelines and frameworks are in some way related to LADM.@en

The numerous country profiles developed in compliance with ISO 19152:2012 Land Administration Domain Model (LADM) in different jurisdictions worldwide reflect the standard's growing significance and acceptance. A country profile may outline the current situation in the land administration (LA) domain and adapt the existing land administration system (LAS) into the LADM concepts, or it may indicate the requirement or desired outcome for a possible future scenario in a specific country. Previous studies show that many countries, such as Brazil, China, Croatia, Netherlands, etc., have developed their country profiles based on LADM. In the meantime, the Malaysian LADM country profile also has been developed. However, it only applied to Peninsular Malaysia (Sabah and Wilayah Sarawak are omitted) since different LA is being practiced. Currently, the Wilayah Sarawak has an integrated organization, Department of Land and Survey Sarawak, applied in the LA domain where all the departments (e.g., Land Registry, Planning, Valuation, Title Registration, Survey and Cadastral Mapping, etc.) contribute the information accordingly in that system. The Sarawak country profile is based on LADM edition II (under development), and is the first country profile reported using all parts (of the new multi-parts LADM edition II), arriving at truly integrated LA. The experience may shall be used on input to the final version of LADM edition II. The new functionality modelled, such in the 3D representation, provide path to Sarawak future. It is the aim of this paper to describe the Wilayah Sarawak country profile development based on LADM Edition II. Relevant 2D and 3D spatial and non-spatial objects of LA, including Native Customary Rights (NCR) data, are the focused of the development of the Wilayah Sarawak LADM Country Profile classes. The country profile model is developed to establish a much broader system related to the land administration of the state.@en
